Let's start by testing if the issue occurs while in safe mode as well: You've done some great isolation steps so far, and I would be happy to help point you in the right direction from here. Thank you for using Apple Support Communities! I understand that you are unable to open the Photos app on your MacBook Pro. As I say I have not been able to launch the app let alone test whether one of my libraries are corrupt. I wonder whether having the SD drive inserted with photos in it just when I launched photos could have caused some unexpected corruption of the app. Of course I do not know what the issue is. It appears it cannot go further than the 5% mark (it's not moved for 40 minutes now). I then pressed cmd and alt keys together and launched the photos app and it started to repair the library, but once it reached 5% it stopped. I then launched photos again with the alt key and attempted to 'create' a new library, but no luck there. After about 5 minutes I did a force quit. Again, the same issue, the wheel as if it was loadng the library.
I then selected a second smaller library that I have (1 gig size) but it wouldn't open. I then tried to launch the app holding down the alt key. I saw the circular wheel and after 15 minutes, tried to quit, but when it failed, I did a force quit. Today I put an SD drive into the mac and clicked to open the 'photos' app (I wanted to import some photos froma canon EOS camera), but to my surprise the photos app didn't open. (I also have 2 other photos libraries, each about 1 gig.
In recent weeks I migrated successfully my iphoto/aperture library (225 gigs) into photos without any problem and all worked fine.

Set up : Mac OS High Sierra 10.13.4 with the latest version of photos on a Macbook pro Retina, 13-inch, Mid 2014, Retina, 13-inch, Mid 2014 with memory of 6 GB 1600 MHz DDR3 Have tried several libraries I have and tried creating a new library. I can't open the photos app all of a sudden.
